Soundboard Feature #28

Create a 'soundboard' feature where the bot can join VC and play sounds from the Cyber Discovery Soundboard (as seen in https://github.com/CyberDiscovery/Cyber-Discovery-App and https://github.com/CyberDiscovery/Cyber-Discovery-App-website) through a command.

E.g. a command might be !play nope.

The bot should be able to list the possible sounds that can be played.
