Remove the auto react to illegal and child

A description of the issue:

At this point, the auto reaction to illegal and child is unfunny and occasionally irritating. It serves no purpose in my mind.

Proposed Solution:

Remove the auto reaction.

Additional Comments:

An informal poll in #polls seemed to suggest there is support for this issue.
