Docker GH Action Test #148

Add a Github Action to automatically test the docker build process. Similar to unit testing, the Action should verify that the docker container can be build.

Docker test building using the git repo alone is a little bit complicated now. There are no conig files for an image building. I've already mentioned this in https://github.com/CyberPunkMetalHead/gateio-crypto-trading-bot-binance-announcements-new-coins/pull/165#discussion_r795925914
