Merge Function #87

Describe the bug If scans with different scan policies are merged, the different scan policies are lost. Only the first one remains.

Update the function to only group like policies. If this means extra files need to be created, those extra files honor the policy and are better for use.

3 different scan profiles merged = minimum 3 results, each with a unique scan profile clump all the ones that match the same scan profile into 1
