move Internal groups DMD, Phobos druntime and beta to unused section #126

So that they dont appear anymore on the web site as they are not used anymore.

This needs to be initiated or approved by the BDFLs.

ping @WalterBright @Andralex, you are required to approve or not changes related to how NG are presented on the web interface.

If notifications are not emitted to the subsribers then why keep the section in the web interface ?

It was for notifications that GitHub was sending to the mailing list. The discussion had nothing to do with the web interface.
