Issue creation currently adds the user's user-agent to initial comment

If I don't fill out any field, Bugzilla still comments with:

User-Agent:       Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3343.3 Safari/537.36
Build Identifier:

I don't see any reason why we should log the User-Agent
