Yep, it should probably be a page of its own.
We should also attempt to balance amount of information vs. not overwhelming first-time reporters.
We should try to move as much of the documentation into the process itself. Ideally, the amount of documentation one needs to read prior to filing a perfect bug report is zero, and the bug filing process will instead guide users into creating good bug reports.
