Building for Windows #8

There are some wrinkles here w/r/t TBB, VS2013, OpenCV 2.4.10, etc. which are discussed in an email thread "cv.jit package organization" amongst @tap @jeremybernstein and @grrrwaaa

It is my understanding that this work has been largely done, maybe in parallel, by both @jeremybernstein and @grrrwaaa but neither has checked this work in because it of said wrinkles.

Yeah, got a little sidetracked by the VS2013 switchover. I'll need to retest everything on Windows again and see if the wrinkles are ironed out by virtue of the new IDE/libraries. Or if we need to back down to an earlier version for now (simply fixing the 10.7 SDK issue) and let @grrrwaaa deal with the newer versions of OpenCV. I don't want to spend another full day wrestling with this, though, although I can understand that supporting the newest hotness is important in the long run.
