generate .meta file plugins #17

I'm wondering if this works for you @jinpavg , def would like you to check it on windows. In the android and osx plugins I've exported, this meta file makes it so I don't have to edit any of the platform settings or tell it to load on startup as this sets all that up.

when I load in a package "MetaTest," the MetaTest.dll is already "load on startup" enabled, and I can immediately load it on the mixer
