chore: issue template for non-premium issue #1161

the issue creation shows " Premium Issue" on top. There is no hint how to create a regular issue. on the very bottom, there is a hard to see "Open a blank issue."

It would be great, if the was a non-premium template, which was added to the list, so it easier to create an issue.

(reminder: issue templates are sorted by name. so a 1-issue.md and 2-premium-issue.md could be used to order)

@jkowalleck Let's steer users towards the discussion channels first. Many issues reported either are discussions or require discussions. This way someone can triage and create an issue with an action plan. Otherwise, we risk gathering 100s of issues without any action or contributors.
