My smartphone has gone thru an unintended factory reset, so I cannot even launch the home screen. Let alone detect it via adb.

So what is actually the use case of your app? Just trying to understand how it may be used practically.

You need to install the app by using Google keyboard or other bypass technique. Then use this app to launch developer options.
