There is no Net8 version for WinUI3 Extensions package #184

Currently when building a .Net8 project and trying to use the R3.WinUI3ProviderInitializer, the program is unable to find the R3 dll unless you explicitly install the Microsoft.Bcl.TimeProviders package.
