Change language version to 10.0
- Note:
  - Utf8StringWriter.AppendFormatted feature needs C# 11.0 (scoped ref).
  - So dotnet project use LangVersion:11. and add #if directive for Unity.
Make Utf8StringInterpolation project for both dotnet and Unity.

Add Utf8StringInterpolation.Unity as mocking project.
