Expose the spec as Swagger/OAS #2

Currently the specs are Word/PDF documents, probably hand written. This is very error prone for the authors, leads to inconsistencies we can see in the current versions. For the spec user such as banks and TPPs, it is inconvenient too as the need to read the text and then typically create a formal spec in e.g. the Open API Specification or Swagger.

Please publish the spec in OAS/Swagger. At least as downloadable files, better put them to platforms such as Apiary, SwaggerHub or similar.

Note that there already are some Swagger documentations published by couple banks in their developer portals. I believe CBA should accept one version as the official one...
