Updates to code descriptions for variable EA031 #313

Thanks to @HedvigS for spotting. Code description of variable EA031 corrected to: "More than 1,000 persons in the absence of indigenous urban aggregations of more than 5,000"; Short name corrected to "1000-5000". See Issue #312 for details.
