There is a glitch with Expertise feats.

There are actually two separate problems..

What steps will reproduce the problem?
1. Roll an Assassin or another class that can use weapons as implements.
2a. Select Weapon Expertise (viable weapon)
3a. Select At-will power Executioner's Noose.

2b. Select Versatile Expertise (viable weapon)
3b. Select Dagger for Weapon Expertise.

What is the expected output? What do you see instead?
a. Both feats, Weapon Expertise and Versatile Expertise, should add feat bonus 
to attacks using the weapon, Weapon and Implement attacks.
b. Versatile Expertise should allow for selecting the same weapon as both a 
weapon and an implement. It does not.

What version of the product are you using? On what operating system?
Windows Vista. I am not certain which version or how to check, but it is 
updated to the latest.

It seems to me that you've run into a rules issue and not a cbloader issue. 
Weapon Expertise and Versatile Expertise do not stack with one another because 
they are both feat bonuses. Furthermore, there is no need to choose the same 
weapon twice for Versatile Expertise. As an example, if you choose Axes and 
Light Blades with Versatile Expertise, then you get the bonus to attack rolls 
with weapon and implement powers with axes and you also get the bonus to attack 
rolls with weapon and implement powers with light blades.

Or are you referring to something else?

Yes. My fault. The original issue is unclear. When you select, for example, a 
dagger.. It applies the bonuses to weapon attacks as normal, but not implement 
attacks.
