No update is implemented #117

What steps will reproduce the problem?
1. Fresh install up to Oct10 
2. Copied Colled the CBLoader
3. Corrected the "Issue 18" problem
4. Placed the WoTC.index In Document/DDI/CBLoader
5. Loader the CBloader and watch the update downloading, installing etc...
6. Launching the CBloader

What is the expected output? What do you see instead?

I Had a fully functional up to date CBloader before an unfortunate format, and 
since then no way to make it work.

I don't have any update showing up.

What version of the product are you using? On what operating system?

And after making a few search in the  combined.dnd40.main, there is no sign of 
any update being written.

oops, forgot this :

I use Win7 64bits, the CB 1.3.0 on the d&d build 215053
