Elements not appearing in Character Builder #154

What steps will reproduce the problem?
1.Install Builder and CBLoader
2.Download to /Character Builder/Custom the WotC library
3.Run CBLoader

What is the expected output? What do you see instead?
I expect to see the options from more recent WotC books.  I only have the stuff 
from the last update to the Character Builder.

What version of the product are you using? On what operating system?
1.3.0, Windows 8.1

Please provide any additional information below.

You need to add an index file for additional content.  CBLoader itself doesn't 
come with it included.
