Character Builder launch/reinstallation error #162

What steps will reproduce the problem?
1.  I do not have a clue how to reproduce this issue.  My Character Builder had 
been running fine for over six months until I finally tried launching it today 
and I would get an error message similar to the one below.  I do remember it 
having <403> Forbidden at the end as well.  I then tried reinstalling it 
several times.

What is the expected output? What do you see instead?
Upon launching CBLoader, I get the black DOS window and it loads each part 
file.  I then get to the "applying base elements stage" followed by "applying 
new elements."  I then get spammed with this message for each individual part 
file such as feats, races, backgrounds, paladin, etc. beginning with:  

ERROR: Failed getting update for 00-sources.part
Inner Exception: The remote server returned an error:  <403> Forbidden.

What version of the product are you using? On what operating system?
CbLoader version 1.3 on Windows XP SP 3.

Please provide any additional information below.
I am using this on computer administrator account, so not having administrative 
privileges isn't the culprit.

Same problem, both myself and friend, searching Google shows that error 403 
means that requests are being sent to and acknowledged by the server (that 
holds the parts updates) but that the server itself has been set to refuse 
access

Same problem on windows 7.  Is the server that hosts the updates no longer 
being paid for?

Yeah, I am getting this issue too, and while I am pretty sure I'm up-to-date on 
everything, I'd like to be certain.

Also, as a secondary question, if the server IS going off-line, can we get a 
download with all the stuff so that new people can get the full update without 
needing the server? Since 4e has ended, there shouldn't be any real need to 
have a server beyond bug-fixes once in a while.

the server. 

"I realize the updates are still broken, however this should not prevent you 
from using the OCB at the moment, as long as you have everything installed. 
I'll continue to work on the site and let everyone know when its fixed, but I 
don't know when I'll get to take a look. Might be next week, might be next 
month."

If you want to "give" updates to another computer, just copy the 
Users/<yourname>/Appdata/Roaming/CBLoader

AND

Users/<yourname>/Appdata/Roaming/CBL-CustomParts

folders into the new computer's Users/<yourname>/Appdata/Roaming

that will give all the updates you have to the new computer (you may have to 
turn on "view hidden files" to see everything).

I have January 18 2014 updates on my Google drive, message me if needed.

Sorry forgot to mention I'm on Win 8.1 so Win7 etc may need slightly different 
paths but I can confirm this method works because that's how I updated my Win7 
Laptop when EnemyofFun site went offline and re-updated my friend's Win7 laptop 
twice before I made him show me when his characters kept showing up as 
houseruled and realized he was clicking the OCB shortcut instead of the CBL 
shortcut
