Hybrid battlemind can't select level 7 at-will #74

What steps will reproduce the problem?
1. Create hybrid battlemind|warlock
2. Select hybrid power point option (or encounter; doesn't matter which)
3. No chance to choose a level 7 battlemind at-will under either setting

What is the expected output? What do you see instead?
Expected: See a Hybrid at-will 7 on the power choice checklist.  Instead: have 
both Hybrid at-will 3 and Hybrid encounter 3, with no Hybrid at-will 7.

What version of the product are you using? On what operating system?
