Jumbo frames with bandwidth limitation? #240

What steps will reproduce the problem?
I’m trying to emulate a simple WAN link (RJ45 to router to router to RJ45) 
for testing purposes.  The software being tested uses UDP unicast and requires 
jumbo MTU sizes all the way through the path.  I’ve done some hacking to get 
jumbo frames working (i.e. can ping through CORE in both directions using 8000 
byte packets).  I can successfully add delay to the link between the routers.  
However, when I try to restrict bandwidth on the link, one of the routers (n4) 
starts choking on jumbo frames.

What is the expected output? What do you see instead?
I expect to be able to ping -s 8000 through the emulator. Currently it works up 
to 2005 bytes, but anything larger fails to reach the n4 router eth0 interface.

What version of the product are you using? On what operating system?
Version 4.6, built from source on RHEL6_x86_64.
