script to set up local NASA World Wind server for offline access

Attached is a script contributed by Phil Wiggins for setting up a local NASA 
World Wind server.

This allows running SDT 3D without having a public Internet connection for 
downloading map/terrain data.

"The script takes 30-60 minutes to run since it downloads Blue Marble PNG 
imagery (2.5 GB) from the internet and then converts into the needed GeoTIFF 
format.  Once downloaded and the tarball is created, any re-run of the script 
checks for the tarball existence."
