service core-daemon restart doesn't restart CORE #262

What steps will reproduce the problem?
1. ssh host -x -l root service core-daemon restart
2. ssh host ps -ef | grep core-daemon
3. Observe no core-daemon process running.

What is the expected output? What do you see instead?
Expected: new core-daemon instance.  Observed: no core-daemon instance.

What version of the product are you using? On what operating system?
CORE 4.6svn7, Ubuntu 12.04.4
