improve air pollution #37

air pollution is pretty simple to solve right now, just import the EP law and done (with slight improvements and twists each time) that is boring and creates little conflict and discussion

proposal:

  1. make everything that burns stuff emit air pollution e.g. campfires, bakery ovens, braziers, bloomeries etc
  2. uncap the effects plants and animals have on the air pollution and balance them to make sense
  3. if possible, only make plants consume CO2 while growing
