How to distribute plots in Unica to citizens on day 1?

Main Problems:

• if the plots in unica get sold too late, the town is empty since everyone settles outside (this is the case anyway since unica has no natural resources)
• Players can't trade in their Land Claim Papers because they are pretty worthless for the government since they can just craft more
• having the plots cheap or free isn't a good filter on who will actually use their plot
• solution probably needs active management e.g. a GM that assigns plots based on need and plans before a mayor is selected
• the starting cash was always a good booster for unica

Replace starter LCP's for Land Credits Requires an additional currency "Land Credits", Mint could go in admin cave. Currency is none transferable. Everyone starts with X number of Land Credits instead of starter LCP's apart from the 4 from starter camp placement, X would be equal to 16 or based on Unica plot sizes for initial purchase, paid on joining like the initial UBI payment is. If you want to settle in Unica then you buy a plot with Land Credits. If you want to settle outside of Unica then you buy LCP from a shop at spawn selling endless LCP's.

Starter Cash for Unica could also be achieved by the Mayor selling those Land Credits from sales via a pre existing currency exchange.
