Option to display timestamps in UTC #1716

We generally work in UTC time to ensure coordination with international parties - it would be great to be able to nominate UTC vs local time when it comes to date display

referring to the vesting action

Maybe an option in DAO settings what time you would like to use? Like local, UTC, EST, PST, etc.?
