If an admin needs to create a new user, the current "User" interface doesn't allow them to do so.
The email field is deactivated, so it is not possible to add an email address. This doesn't prevent the admin to click on create.
After clicking on "create" the new entry is not added.
When reopening the pop-up, clicking on "+ create", it seems that the form delivers the required field message based on the previous action, but the email field is still impossible to edit.
Also, the password field is not present in the form, so even if the bug above is solved, there is no autonomy of the admin to create users directly. Is it on purpose?
