Typo in Guidlines: governement >> government #221

In the main text of the chapter 3.3.3 (not in the example): <gram type="governement"></gram> should be changed to <gram type="government"></gram>.

Boris, please create a pull request for this. There is also a couple of outstanding issues that we said you would help me with and refresh the process of generating the schema etc that I showed you months ago. Would you be able to take care of it?
