Documenting uniform treatment of normalization (and responsibility)

@resp is a global attribute + we have @norm but we need a section in the narrative part documenting best-practices regarding normalization and responsibility (who's responsible for the normalization).

This was discussed at the Lexical Resources Summit 2023.

We would like to collect examples using @resp (and @norm) so that we can write a dedicated section in the Guidelines for this. The type of examples that we want to see:

• adding a usage label that was not in the source
• correcting the misspelling in the lemma (by creating an alternative orth with a resp)
• etc. etc. etc.

We want to make sure that the current mechanisms are sufficient. The group was reluctant about allowing choice, sic and corr... but we have to make sure that what we can achieve with resp etc. is enough.
