Deprecate create_condition and remove all related code #3

This is done as of 3780082, but that branch hasn't been merged in to 0.5-devel yet because of the other changes to the way Use and Flow interact, which will be a relatively large diff. Not sure if this means we should close the ticket or wait until the merge happens.
