The create_concurrent_work version of interoperability.

Initial implementation in commit f553fa2, task_collection.h:106 and following. Had an initial discussion of this interface with Jonathan and he says it seems fine. We may still need to modify this as we implement the translation layer details and the frontend, so I'm not marking it as done yet.
