Add capability to create and export a dataset containing shared blocks

Conceptually, this would be allow for the creation of JSON files representing such diagrams:

@lifflander these were the notes after meeting on May 7:

• Scale of problem: 8 ranks, few tasks per rank, few shared blocks
• Output problem to JSON
• No randomness (specify everything, including connectivity between tasks, connections between tasks and blocks, and the size of the shared blocks)
• Will need to revise schema
• Interface could be code, yaml, or other (TBD)
• Want to store the user_defined inputs with similar logic

Not all of these are actionable, but rather necessitate further discussion. Please provide guidance so we can resolve this issue promptly.

Part of this issue is getting the JSON writer in LBAF to be able to output user-defined memory blocks.
