Workflow scheduler

Do a first pass for a workflow scheduler.

Define a workflow schema, this should have some notion of the workflow name, description, status, and the containing DAG

The scheduler should be triggered at regular intervals, it should check the running workflows

• Identify the nodes that are executing
• Check these nodes to see if they are done
• Fire off the next set of nodes if applicable
