jsp "form" page for managing read/write access. #9

A user must be able to change the other user's read/write rights for a particular annotation (if (s)he is the admin or the owner of the annotation). It is not possible via wired-marker, so we need to add a jsp page with the form which communicates directly to the backend.

fixing version deployed on lux16 and lux 17 (for basic authentication)
