Issue 16 (priority 2) from Sarah's testing sheet of 310718

Sarah writes: Layout is not ideal - page breaks come mid element. Possible to tidy up?

Stig says this is very cumbersome, takes a long time to fix

I have modified the pdf, every "chapter" starts at a new page.
