Description for CodeListMissingValue (fix can enhance search for all response domains) #679

When entering new missing values, the description field is pre-populated with 'CodeList Missing value'.

This corresponds to issue 17 in QDDT post v1 feedback log

Stig has an idea for a fix for this that would be useful for search in all response domains (add categories/anchorpoints to the description automatically by the machine. Then it would be easy to search for them
