Allow users to manually populate comment dates #713

Comment dates are currently automatically populated by the tool. However, sometimes comments will need to be added retrospectively (and will likely contain a reference to the date in which they were made, separate from the date field). It would be good if users could specify when a certain comment was made. This could either be set as the default option, or users could choose to switch between automatically populated and manually populated dates.

This will not be a problem if you use the tool for development as it is intended.
