The pictogram definition actually comes from a fixed list of road signs and other pictograms. The extension of such a list is not easy and should be done through a level B extension. Another possibility to avoid this drawback is to use the Graphic data dictionary defined by CEN ISO/TS14823 with allows a more flexible way to describe pictograms. It is the way studied in CEN TC278 WG16 for the C-ITS service on In-vehicle signage

Considered in 16157-4 TC review resolution, at length, with various options proposed and reviewed, but the final decision of WG8 was to have GDD codes with a reduced set of DATEX literals for other pictograms not covered by GDD. The solution was committed and described in the Enquiry draft of 16157-4.
