The new Issue Tracker no longer invites feature request. In the past, the issue tracker served two purposes: to capture bugs of existing parts and to capture requests for new parts or additions. This included the desire to make an uploaded extension part of Level A in the future (--> approved extension). The current bugzilla user interface does not support that anymore. The "bug writing guidelines" only focus on reporting "real" bugs. Also the status system does not allow specifying a bug as being a feature request. Either the bugzilla should be adapted to also host feature requests, or feature requests should be handled somewhere els on the website and the website (incl. the bugzilla) should guide users that want to provide a feature request to this place.
