The content of part 8 is published in the DATEX model 3.1 in the form of Level B extensions, which is the way it is standardised in CEN/TS 16157 Part 8.

It confuses some stakeholders why these are extensions though it is standardised content. Further more, it is not possible, to create extensions within extensions - which means, you cannot extend the standardised content.

Proposal is to consider to publish the content of Part 8 in its seperate namespace without using Level B extension.

Further note: Be aware that there are several model parts of part 8. TrafficManagementPlan extends the GenericPublication, but the ReorutingManagementEnhanced extends the NetworkManagement. The UrbanExtensions on the other hand form several smaller extensions. It has to be discussed, which of these sub-models (if not all) should be published without extension.
