Consider to take these new causes on board of the CauseType Enumeration or one of the detailed course type enumerations:

These points can arise from rerouting issues, but noiseProtection can also be useful as a cause for speed management issues.

Considering the rationalisation: the literals from abnormalTraffic to winterEquipmentManagement correspond to concrete SR types and are clearly needed; of the remaining ones the "earlier" pair are really orthogonal to other causes and can be retained, and that's probably true also for problemsOnLocalRoads, roadsideEvent, rubberNecking, technicalProblems, but: (1) holidayTraffic sounds like it could be a PublicEventType, but today it is not, and all the other ones are more specific events than a "holiday" - should we keep this in Cause or add "holiday" to PublicEventType? (2) problemsAtBorderPost / problemsAtCustomPost seem curiously specific on location yet unspecific on the nature of the problems - should we keep in Cause or put something in AuthorityOperation and/or DisturbanceActivity? (3) vandalism, if it can ever be the cause of a traffic situation element, could surely move to DisturbanceActivityType.

I think I agree that environmentalZone and noiseProtection could be cross-cutting causes, so should add these along with any changes from the comment above. I am not clear on the meaning of either continuousTrafficSituation or parkingInSecondRow as a cause, and request further definition.
