I raise the issue to check any available option to set up a check on user before they can enter a bug. an unconfirmed status to report a bug is set when not assessed

we updated the rules so non confirmed users cannot set a bug to confirmed. any bug can be now only sent as UNCONFIRMED or REVOLVED. we will keep this configuration to see how it works for non TMG bugzilla users.
