Rates have a multiplicity of 0..1 which hinders to define multiple RateTables (which is possible in APDS, for example).

Proposal:

KEEP the multiplicity 0..1, but make a new Specialisation from Rates to RateMatrix, which allows to define more than one RateTable.

Further: Split the class "RatesByReference" into two seperate classes: RateTableByReference and RateMatrixByReference, each with one mandatory element in it.
