A key user complaint is about duplicated data in SituationPublication. There are various mandatory elements that are repeated. So for example it was suggested in call on 18/12/23:

add an optional aggregated class to both Situation and SituationRecord where things can live that might be general to the whole Situation or specific to one SituationRecord, and this can be populated as needed to avoid duplicating data.

Given the existence of the optional situationSummary, make the other Situation to SituationRecord association 0..*.

Start by make everything in Situation and SituationRecord optional. Profiles can make things mandatory.
