the allowedDeliveryChannel had been introduced in the Situation Publication versione 3.0 to separate the meaning of confidentiality with the explicit mention of the deliveryChannel which was previously mixed up in the confidentiality attribute. this is both related to situation but could also be addressed to the specific situation record as confidentialityOverride allows, but an override attribute in SituationRecord had not been introduced to manage such.

we then need to add this allowed Delivery channel attribute to the single situation record
