[Bug]: AlternativeRoute without itineraries #546

Bug description?

AlternativeRoute requires a Itinerary where it could be described in a single gmlLineString or OpenlrBinary, but in the note of the model it still requires a second Location. This is understandable because an itinerary always has more than one location.

Possible solutions:

change note
make it possible to describe a alternative route using only a single gmlLineString or OpenlrBinary

The issue goes beyond the only Part 2 of the CEN 16157 series and seems to relate to CEN/TS 16157-3. It is related to issue no 545 (see for the proposed solutions).
