Fix broken plot generator #89

Produces consistent cuts now, and none are illegal. Looks pretty good when used in the cities.

Note. The gif uses as an old version of the cutting logic. The slices are more reasonable now as seen in the first figure.

Though the amount of parts being split are kinda insane, I think this looks kinda cool :D
