Active CMQ/List which do not have relation is not propagated in target tables. #548

Issue: A list was missing in the client's production environment after dictionary activation. Solution => Modify populate_cmq_impact.sql to populate active CMQs/Lists which do not have relations the TARGET (BASE and PRODUCT) tables.

Fixed in Release 1.0.44
