Category and Scope: 1) Category and Scope dropdowns are enabled for user who are not MQM, creator or assigned as designee to Lists. image

SCOPE 2) in IA right panel (Impacted and Non-Impacted SMQ) Scope dropdown is enabled for Child SMQ or Subordinate SMQ. image
