This PR makes the module itself unarguably messier. It also introduces some unhandled external dependencies. However, it also imports a major downstream module and in doing so reduces the risk of coverage loss for the v5 upgrade #21

Would like to merge this in pro-forma but 1.3 will never actually run in production and I don't want to risk borking functional 1.2 deployments.

Closing the PR and nuking the 1.3 branch to focus on 2.0
